Position Summary:
The Employee Benefits Manager oversees and manages the District’s Employee Benefits Program. This hands-on leader ensures that the District’s employee benefits are delivered effectively, efficiently, and in regulatory compliance, while prioritizing employee support and customer service. This position supervises benefits staff, manages vendor and broker relationships, and serves as the subject matter expert for benefits and Family and Medical Leave Act (FMLA) compliance.
 
Education and Experience:
 Bachelors Degree in Human Resources or related field.
 Minimum three years of benefits administration experience required.
 Minimum one year of supervisory experience required.
 Experience in a public sector or K-12 environment preferred.
 
Licenses and Certifications:
 Certification in professional benefits, such as Certified Benefits Professional (CBP) or Certified Employee Benefits Specialist (CEBS) preferred.
 SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred.
 
Fiscal Responsibilities:
 Required to ensure all activities pertaining to operational decision making and cost containment and adhere to the budgeted amounts in the department.
 
Knowledge, Skills & Abilities: 
 Extensive knowledge of state and federal programs e.g., Federal and State Family and Medical Leave Act, Americans with Disabilities Act, COBRA, and the Wisconsin Retirement System.
 Strong analytical/problem solving skills.
 Superior data management skills.
 Strong technical knowledge in benefit programs.
 Management of data for purposes of generating reports.
 Strong interpersonal relationship skills.
 Self-directed and self-motivated.
 Strong attention to detail.
 Ability to communicate both written and orally.
 Proven ability to safe-guard confidential information.
 Ability to multi-task and manage small to large projects.
 Strong knowledge in Microsoft Office, HRIS, Database management, etc.
 
Essential Functions:
 Plan, organize, and manage the administration of employee benefits including Healthcare, Dental, Prescription Drug, Vision, Employee Assistance Program (EAP), Retirement, and Short & Long Term Disability.
 Supervise Benefits staff; establish performance standards and promote cross-training and professional development.
 Provide monthly reports on cost of benefit programs.
 Brainstorm innovative ideas in making recommendations to reduce benefits costs and increase employee productivity.
 Closely work with RUSD broker on overall benefit design for short- and long-term strategic planning.
 Develop benefits communications and counsel employees on benefits related issues.
 Conduct annual events such as flu clinic, wellness/benefit fair, and/or other events as needed.
 Oversee and manage Active, Retiree, COBRA and VEBA accounts and update plans accordingly.
 Report to the Chief Human Resources Officer any requested information needed on the RUSD benefit plans.
 Manage and oversee HRA, FSA uploads.
 Manage and administer COBRA processing.
 Routinely monitor benefit plans and file feed processing to ensure accurate data file feeds.
 Collaborates and assists with IS Department for administering benefits plans in HRIS system for proper benefit calculations and projections.
 Collaborates and assists with IS Department for processing of ACA/1095c at end of year.
 Reconciles benefit accounts by processing and approving billing statements.
 Prepares routine audits on benefit plans, assists with financial audits as needed.
 Communicates with benefit providers regularly to maintain accurate records and system processing.
 Keeps management advised as to current laws, rules, regulations and other Federal, State or local requirements involving benefits.
 Assists in preparing budget estimates of benefit plans.
 Oversee and Manage the Benefits Specialists and support FMLA / Family and Medical Leave Act program in the District.
 Provides support for the comprehensive District Wellness Program. Keeps current on changes and developments in employee benefit programs through various resources and professional affiliations.
 Perform other duties as assigned.

 Occasional exposure to irate individuals which may cause discomfort but possess little or no risk of injury.
 
Physical Demands:
 Ability to sit or stand for prolonged periods, up to six hours in an eight-hour day.
 Ability to perform light physical work, frequently lifting up to ten pounds without assistance in an indoor setting.
 Ability to communicate effectively on the telephone and in person to provide information and assistance.
 Ability to move throughout the building and from building to building.
 Dexterity and hand/eye coordination necessary to operate computer keyboard and other office equipment such as fax machine, copier, etc.
 Hearing ability adequate to participate in numerous conversations throughout the day, both in person and over the telephone.
 Ability to maintain concentration and focus on tasks requiring timeliness and accuracy.
