JOB RESPONSIBILITIES

Proficiency Based Licensure (PBL) is an educator preparation program approved by the Wisconsin Department of Public Instruction,  for individuals interested in obtaining Wisconsin initial teacher certification. The PBL program also provides an efficient and effective means for currently licensed teachers to expand their certification.

The mission of the PBL program is to fill critical vacancies in high-need educational areas by offering an approved  route to teacher certification for qualified individuals without going back to school. The program provides teacher candidates with the resources and support necessary to achieve proficiency in the InTASC Model Core Teaching Standards and Learning Progressions for Teachers.    


The Instructional Advisor - Bilingual / Bicultural Education provides teacher candidates seeking certification in this area with coaching, assessment, and feedback as they progress through the PBL program, including the following:

  • Collaboratively designs and monitors a customized Learning Plan with the candidate that is aligned to identified standards, including bilingual / bicultural standards.
  • Visits candidates in their classrooms and utilizes coaching strategies to help them develop effective teaching practices in areas such as student achievement and behavior management.  
  • Utilizes rubrics to conduct impartial, authentic classroom observation assessments of candidate skills, knowledge and dispositions.   
  • Facilitates professional and productive conversations with candidates regarding their progress toward demonstrating proficiency, and maintains open and consistent communication with program staff. 
  • Participates in a professional learning community that includes CESA #1 staff and licensure candidates to provide support to candidates, as well as to seek out and discuss educational research and current and emerging technologies.  


QUALIFICATIONS

  • Wisconsin Department of Public Instruction Educator License in Bilingual / Bicultural Education (023).
  • Current driver’s license and reliable transportation.
  • Passionate about improving education for all learners. 
  • Strong service acumen, strives to help others. 
  • Comfortable with a personalized learning paradigm and letting students lead their learning.
  • Proficient in Microsoft Office software applications, FileMaker Pro and Google Apps. Knowledgeable about digital tools such as SMART boards, Webcasting, iPads, smartphones, etc. 
  • Possess a strong initiative to research information and ask questions.
  • Possess a working knowledge of academic areas and best practices for teaching and learning.
  • Strong organizational and time management skills.
  • Consistently implements effective coaching strategies through varied means (i.e. face-to-face and digital tools) to support candidate growth.
  • Agile, demonstrating a growth mindset by leveraging flexibility, resilience, and change.
  • Highly collaborative, working with others to achieve a common goal in a way that promotes representation and participation by all.
  • Excellent verbal, non-verbal, and written communicator who expresses ideas and information with clarity and respect aligned to an intended audience and purpose.  
  • Thinks critically to analyze multiple perspectives, contexts, and data to creatively question, make connections, and evaluate options leading to reasonable conclusions with on-going reflection for future improvements.
  • Empathetically engages with others to understand and recognize their perspectives, experiences, and emotions.
  • Practices self management to leverage one’s abilities and emotions to direct one’s path as a resilient lifelong learner.
