Full Time
The School District of Janesville is hiring for a Grants and Accounting Specialist (8.0 hrs per day) with the Business Services Department at the Educational Services Center for the School District of Janesville.
 
 
The Grants and Accounting Specialist position maintains accurate and systemic financial records including grant compliance and provides useful and timely financial reports of the district to best meet local needs while complying with regulatory and statutory requirements.
 

This position participates in the Wisconsin Retirement System (WRS).

Essential Duties:
 
 
Financial Planning/Budgeting – Assists in budgeting and financial planning including:
 
1.  Collaborate with grant program managers to develop effective and compliant grant budgets, including conversion of internal budget systems to State reporting systems.
 
2.  Assist with the development and implementation of the annual school district budget.
 
3.  Monitor and review budget accounts and provide advanced warning of potential over-expenditures of budgeted funds.
 
4.  Communicate with administrators, principals, and others the status of their budgetary accounts.
 
 
 
Accounting and Reporting – Assists in accounting and reporting functions including:
 
1.  Review and reconcile accounting records to approved grant budgets and submit periodic grant claims for reimbursement.
 
2.  Compile and analyze financial information to prepare entries to general ledger accounts documenting transactions, including year-end journal entries for accrual financial reports.
 
3.  Interpret and analyze financial operations and transactions, forecast trends, and develop special reports and analyses for management and funding agencies.
 
4.  Ensures accuracy, completeness, and compliance with local, state, and federal requirements, and standard accounting and audit procedures.
 
5.  Prepare and file various reports including program fiscal reports and claims for reimbursement as required by federal, state, and local entities, including but not limited to Medicaid, State Tuition Aid, and local foundation grants
 
Internal/External Auditing – Assists with internal and external audit functions including:
 
1.  Interact with and assist independent auditors with the annual school district audit.
 
2.  Prepare workpapers and gathers supporting data and documents.
 
3.  Support the maintenance and reconciliation of balance sheet accounts, including cash to accrual conversion, according to appropriate principles, policies and regulations.
 
4.  Analyze budgetary expenditures for compliance with funding agencies’ budgets, policies, and procedures.
 
Additional Responsibilities:
 
1.  Prepare statistical and financial analysis, reports, and/or projections as directed.
 
2.  Attend meetings, create presentations, and prepare documents as requested.
 
3.  Keeps current on the latest developments in the area of school business management, including laws as they may pertain to schools.
 
4.  Participate in appropriate local, state, and national meetings as requested.
 
5.  Report for work on a regular basis and be absent only for reasons of illness, emergency, or other approved leaves.
 
6.  Perform such other duties as may be assigned.

  2.   Bachelor’s degree in accounting or business administration; or experience in governmental accounting.
  3.   Experience with Governmental Fund Accounting (preferably school district accounting).
  4.   Proficient with computers and other technological devices.
  5.   Demonstrated ability to successfully communicate with professional staff, outside contacts and the general public.
  6.   Experience working with the Skyward school software package.
  7.   Such alternatives to the above qualifications as the district may find appropriate and acceptable.
