POSITION SUMMARY
The Director of Human Resources will oversee and provide leadership in the overall development, coordination, communication, and supervision of Human Resources which includes: Planning, budgeting, employment, performance evaluations, salary and benefit administration, contract administration, absence and leave policies, and compliance with employment and labor laws. Direct the daily operational activities of the District’s Human Resources.
 

ESSENTIAL FUNCTIONS:

  • Human Relations
    • Provide leadership and strategic vision to support and ensure alignment with the District’s strategic framework and annual goals. This includes developing metrics for key performance outcomes, benchmarking best practices, and identifying and developing plans for improvement. 
    • Investigates grievances and/or complaints from employees, parents, or other staff (e.g. conflicts of interest, conduct violations, sexual harassment, pay and/or assignment disputes, etc.) for the purpose of reaching resolutions that provide a healthy work environment. 
    • Supports the Superintendent and Assistant Superintendent in overall administrative efforts; communicates ideas and decisions to staff and the public; and keeps the leadership informed of pertinent developments and events. 
    • Stay current with management theory and leadership styles including concepts of behavioral science, organizational culture, and managing system changes
  • Planning and Budgeting
    • Project staffing needs in consultation with the Superintendent, building administrators and the Board of Education.
    • Project compensation budget based upon assessed needs
    • Recommend staffing for authorization by the Board of Education.
    • Implement staff allocation decisions in accordance with district policy.
    • Coordinate details of staffing costs with the Director of Finance.
    • Monitor compensation budget throughout the school year to assure compliance with Board authorized staffing allocations.
  • Evaluation
    • Develop and implement employment evaluation procedures and processes as directed by the Superintendent and in conjunction administrative personnel.
    • Lead and support performance planning, coaching, appraisal and discipline programs to ensure consistent, fair and transparent implementation and compliance with District policies and procedures.
    • Evaluates the performance of direct reports annually.
    • Advise and assist administrators and supervisors on employment evaluations.
    • Work with appropriate administrators in developing and implementing plans for improvement or remediation of employees with performance deficiencies.
    • Work with appropriate administrators in developing and implementing consistent and equitable disciplinary procedures.
  • Salary and Benefit Administration
    • Advise the Superintendent and the Board of Education in the determination of compensation and benefit policies and procedures.
    • Ensure that all salaries and wages conform to appropriate Board policies, labor agreements and state and federal statutes.
    • Administer all District employee fringe benefit programs to ensure that all benefits conform to appropriate Board policies and state and federal statutes.  Work with the District Business Officer to evaluate and recommend selection of insurance carriers and to ensure the most effective use of insurance benefit resources.
    • Administer worker compensation and unemployment compensation benefits.
    • Administer paid and unpaid absence and leave benefits and procedures to ensure compliance with appropriate Board policies and state and federal laws.
  • General
    • Oversees the development and maintenance of accurate records, files and reports that are required by state, federal and district policies and procedures
    • Develop and support systems and measures to collect, monitor, evaluate and report information for key performance indicators in Human Resources to ensure compliance with legal, financial and district requirements. 
    • Ensures that district personnel processes and policies (e.g. hiring process, compensation, classification, staffing allocation, benefits, onboarding, etc.) meet the district workforce focus goals and comply with licensing, legal and administrative requirements. 
    • Collaborates with members of the school board, business and community leaders, and agencies to develop partnerships that support students and the district’s mission and increase district effectiveness and efficiency.
    • Serves as a member of the senior leadership team, participates in all school board meetings, various committees and industry-related groups.
    • Develop and recommend Board policies in the area of Human Resources.
  • Perform other duties as assigned by the Superintendent of Schools.
QUALIFICATIONS:

Education & Experience:

  • Solid educational background including a bachelor’s degree in Human Resources Management, Business Administration, or Educational Administration. Advanced degree preferred but not required.
  • Technology skills requisite to a managerial position.   
  • Prior experience working with a school district or non-profit corporation is a plus.

  • Provide advice and recommendations to the Superintendent, Assistant Superintendent and Board of Education on all employment issues
  • Develop and implement long-range planning and vision for district employee operations within available finances 
  • Establish and maintain competitive and affordable compensation and benefits planning for all levels of District staff
  • Provide thought leadership on all District initiatives and operations, as a member of the District senior leadership team
  • Ensure School Board confidence in all HR affairs, District-wide
  • Guide School Board in actions affecting District employees and HR finances
  • Provide employee advocacy for all staff in all situations
  • Ensure District HR compliance with all DPI requirements
  • Ensure District HR compliance to all federal, state, and local legal requirements and reporting regulations
  • Lead the District search process for all Administration openings
  • Collaborate with Assistant Superintendent in formulating and negotiating employee union contracts
  • Select, supervise, schedule, train and evaluate HR staff
  • Create and manage budgets for District compensation and HR department
  • Identify, forecast and recognize best-practice school district HR policies and objectives
  • Provide a sound and proactive management of the district’s HR responsibilities, including employment, benefits, evaluations, contracts, and leave administration
  • Present HR programming and data to various school and community groups in written, oral, and multimedia formats 
  • Serve in an advisory capacity to the District Superintendent and Assistant Superintendent on general operational and managerial affairs within the district
  • Maintain a current knowledge base through business networks, educational workshops and professional publications
