Job Summary:
The leader hired to this position for the Mequon-Thiensville School District will provide leadership, vision, and strategic direction for the District’s finances and operations; prioritize the allocation of District resources in alignment with the strategic goals and maintenance of optimal institutional fiscal health; effectively manage District resources to ensure the quality, safety and most efficient use of District facilities; and serve as the chief financial officer for the District, ensuring the fiduciary management of the organization is transparent and robust.
Required Education and Experience:
- Minimum of five years of supervisory/administrative/leadership experience in a public school or educational institution.
- Master’s degree in school business administration and eligibility for Wisconsin DPI License – School Business Administrator (5800).
- District-level administration experience
- Ability to make decisions based on relevant information
- Knowledge of Skyward
- Effective written and oral communication skills and ability to work well with others.
- Ability to organize, prioritize, work under time constraints, and be flexible in an environment of multiple tasks and changing priorities.
- Ability to interact in a positive and professional manner with the Board of Education, administrators, staff members, parents, community, students, and other stakeholders.
- Implement and monitor a financial accounting system for the school district that complies with Wisconsin Uniform Accounting Requirements and requirements of the Governmental Accounting Standards Board (GASB)
- Oversee, supervise, and evaluate the work of staff members and directors within the Business Services and Operations Department to ensure efficient and effective financial management and operation of the District
- Oversee the preparation of periodic financial and business reports for all stakeholders and as required by the Wisconsin DPI
- Provide leadership in the area of financial planning, budget forecasting, and interpretation of fiscal data
- Direct the development of the annual school budget in accordance with State of Wisconsin Statutes and local needs
- Implement an appropriate fiscal control system that continuously monitors the collection and disbursement of District resources in accordance with budgeted expectations
- Manage the collection, safekeeping, distribution, and investment of all District funds in accordance with District policy and Wisconsin Statutes
- Secure and service all long-term and short-term debt obligations for the district, including assistance in the bond rating process
- Assist in the development of a long-range plan for the maintenance, construction, improvement, and modernization of school facilities
- Assist in the development of a long-range plan for technology and maintain a replacement schedule
- Negotiate contracts and manage fiscal activities related to District construction projects
- Maintain an efficient, comprehensive purchasing and supply management program that fulfills educational goals and service requirements of the District
- In collaboration with the Chief of Staff:
- Recommend appropriate salary classifications and compensation systems to maintain and attract an effective workforce;
- Oversee base wage negotiations for represented employees; and
- Coordinate the management of benefits programs, including health, dental, life, and disability insurance, flexible spending accounts, retirement plans, and oversight and management of the employee health clinic
- Monitor the payroll process, ensuring the timely and accurate payment of employees and remittance of payroll liabilities in compliance with all laws and regulations
- Determine the insurance and risk management needs, including a comprehensive cybersecurity program, and recommend any changes consistent with District needs
- Facilitate the external audit process, ensuring adherence to all legal and contractual requirements for submission to the school board, public, and appropriate state and federal agencies
- Review and respond to audit findings and maintain a sound system of internal controls
- Manage and oversee District contracts for auxiliary services, including food service and transportation
- Oversee fundraising, sponsorships, planned giving, etc., for the school district in alignment with school board policy
- Manage copier and printer program, including the District print center
- Coordinate with the technology department to implement projects supported by E-Rate funding
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer
- Exerting up to 10 pounds of force on a regular basis
- Moderate dexterity in operating machinery tools or office equipment
- Normal visual acuity and field of vision, hearing, and speaking abilities
