  1. Bachelor’s Degree in Human Resource Management 

  1. Master’s Degree in HRM, Organizational Leadership or other related (preferred) 

  1. Minimum 5 years’ experience at an HR Manager level 

  1. Must have exceptional communication, organizational and problem solving skills 

  1. Prior experience with Skyward, WISEstaff, Wisconsin Department of Public Instruction (education licensing requirements) and Frontline (preferred) 

                       

JOB SUMMARY:  

As an Administrator for the District, the Director of Human Resources is responsible for general human resource affairs, benefit administration, and oversight of payroll in accordance with district policies, procedures, and federal and state guidelines. This role provides support and leadership for the entire Shawano School District team including recruitment and hiring, onboarding, mentoring programs, compensation and benefits, employee handbooks, disciplinary matters, disputes and investigations, employment terminations including retirement, and substitutes and substitute procedures. 

               

JOB RESPONSIBILITIES 

  • Administrative: Support building administration in creating a welcoming, empowering, fun and supportive environment for all; Establish and maintain a process that documents the Employee Journey in an effort to improve the employee experience;  Establish, maintain, and review all job descriptions with administrators and assure that job descriptions are updated and published regularly to reflect current job responsibilities; Prioritize communication, including showing appreciation and recognizing diverse perspectives of the valued members of our team;  Define and consistently communicate the district’s purpose with new and existing employees;  Utilize the district’s website platform to create and maintain a public, online resource for job opportunities and information pertaining to HR; Serve as a primary point of contact for staff questions that pertain to higher level HR topics that affect individual employees and groups of employees: direct inquiries to the appropriate resource or redirect to another staff member for assistance;  Complete cross-training in payroll and other Business Department functions as needed; Serve as District Wellness Coordinator; Participate and lead, where appropriate, all related district committee and board meetings including the H3 Wellness Committee; Support district Strategic Planning process; Prepare monthly reports with accuracy as required or requested by the Superintendent 

  • Compensation and Benefits:  Serve as the primary resource person for all staff regarding the district’s employee benefit programs, including but not limited to group health insurance, disability insurance, retirement plans, dental insurance and leaves, working closely with business services and supervisors to ensure consistent interpretation and administration across the District; Establish successful and accurate procedures to reconcile in a timely fashion and maintain all employee benefits and make recommendations for improvements and implementation of improvements; Annually review compensation packages to ensure alignment with regional and market-driven data;  Oversee issuing contracts to contracted staff on an annual basis;  Issue extended contracts and additional assignment contracts as necessary;  Work with employees to aid in understanding of applicable district compensation program; Maintain and review all district benefit programs to ensure the most successful and efficient programs possible, while actively seeking ways to improve and/or enhance the programs; Reviews and reconciles all deductions and benefits in the payroll system in collaboration with the Payroll Specialist;  Reconcile, maintain, and update all employee compensation in collaboration with the Director of Personalized Learning, the Director of Finance, Business & Operations; Oversee all employee time off programs, including FMLA;  Handle non-routine FMLA cases directly;  Create and manage wellness programs that support staff wellbeing and provide incentives to being proactive about self-care 

  • Staffing: Oversee and ensure accuracy of employee management in connection with the Superintendent and the District Finance officers; Oversee the district staffing plan and assist administration with recommending and assignment of personnel;  Coordinate staffing ratios with building administration; Establish and maintain the district's recruitment and retention programs;  Maintain the District’s hiring processes and expand its implementation and compliance across all departments and buildings;  Ensure job descriptions are current and properly reflect each position prior to posting;  Post job openings for all open positions within the district as necessary;  Create advertising and secure ad placement to market positions when needed; Create candidate interview forms and overall evaluation processes for positions;  Assist and train, as necessary, interviewers on required skills for interviews and reference checks;  Form and lead interview team as necessary, mainly for positions that affect more than 1 building; Finalize all new staff hirings, placements, and start dates including making job offers; Initiate hiring procedures following acceptance of job offer;  Oversee pre-employment screening tests including: occupational functional capacity tests, drug tests, and TB tests;  Assist in coordination of necessary safety training for new hires;  Ensure a background check is conducted  on new hires, volunteers, and other members of the district staffing plans;  Conduct new employee orientation regarding human resources protocols and procedures including enrollment in appropriate payroll and benefits programs;  Recruit and assist in onboarding of substitute teachers, paraprofessionals and aides;  Collaborate with whomever necessary to ensure temporary/substitute staff choose SSD to work 

  • Policies, Compliance and Safety: Monitor teacher, administrator, and paraprofessional licensure to ensure that all staff has appropriate licenses; Establish and enforce all administrative rules for the Human Resources department in alignment with district policies; Assist with the establishment, maintenance and implementation of personnel procedures, policies, handbooks and appendices;  Assist and oversee district investigations, plans of improvements, plans of direction, and discipline as necessary; Create and administer a district-wide training program for required courses; Maintain system for handling all aspects of workplace injuries including initial documentation, medical attention follow up, and OSHA reporting;  Administer leaves of absences, including FMLA;  Provide accommodation guidance for Workman’s Compensation claims; Oversee documentation maintenance for all safety records; Create and provide oversight of mechanisms for monitoring safety including administering annual safety training in collaboration with the District Safety Officer;  Prepare and submit payroll and human resource surveys and reports as required by administration or state and federal government in a timely and accurate manner;  Serves as the Non-Discrimination officer working in conjunction with the Director of Pupil Services 

  • Financial Management: Establish and maintain business partnerships to ensure cost effective and efficient programs within the Human Resources department; Prepare requests for proposals and complete reviews of responses as directed 

  • Retirement: Reconcile and maintain all post-employment benefit records; Meet with employees in preparation for their transition to retirement 

  • Professional Development, Evaluation, Educational Leadership: Assist the Director of Personalized Learning with administration and documentation of: the Educator Effectiveness program, professional development, new staff mentors; Develop, prepare and maintain effective processes for evaluation of employee performance including non-renewals, terminations, dismissals and suspensions;  Foster relationships among colleagues to create initial formal and ongoing informal mentoring opportunities for all employees;  For self: Maintain relevant knowledge of and adherence to changes in state requirements and regulations  and implement the Shawano school district policies in accordance with the highest standards of practice and attend professional development regarding payroll and human resources regulations as necessary and as assigned 

  • Community Relationships: Assist in the development of community business partnerships;  Develop relationships with post secondary schools to promote the placement of student teachers within the district;  Work with community partners to aid in the recruitment and retention of district employees 

  • Additional duties and responsibilities as assigned by the Superintendent
