Duties and Responsibilities: Special Education: -Provide efficient and appropriate leadership to plan, develop, implement, and evaluate appropriate special education offerings to all children with disabilities. Oversee a comprehensive continuum of coordinated programs and services for children. -Collect, review, and share academic data to ensure goals are being met. -Provide leadership that integrates special education with regular education. Serve as liaison between special education programs and services for children with disabilities and regular education, parents/guardians, the community, the county, and other agencies. -Model and coach instructional methods in a variety of settings and provide instructional support. -Coordinate and assist in creation and implementation of professional development activities for special education instructional staff, regular education staff, and support staff as appropriate. -Prepare applicable budgets, manage budget implementation and provide for fiscal accountability of pupil service programs. -Complete all special education report forms and district plans as required by the Department of Public Instruction (DPI). -Serves as an active member of the administrative team. Articulates a clear philosophy and shared vision for learning. Upholds and follows all District policies, guidelines, and procedures. Pupil Services: -Communicate with building office staff to ensure that student records are accurate in the Student Information System. -Evaluate and coordinate nursing services district-wide. -Coordinate school counseling systems in order to ensure continuation of services. -Collaborate with teachers to ensure English Language Learners receive appropriate accommodations and instruction by writing plans and assessing for progress. Instructional Leadership: -Provide leadership in the planning, implementation and evaluation of the schools’ instructional programs. -Oversee services within established federal, state, and district guidelines to meet student needs. -Assign staff members duties and supervise educational programs to maximize use of their teaching skills and educational background. -Promote learning in a safe and orderly environment. Planning: -Involve the staff in short and long-range planning at the building and district levels. -Lead/support planning, implementation and evaluation of the schools’ instructional programs. Budgeting and Financial Planning: -Assist in the planning and administration of the special education budget including the Flow-Through and Preschool grants. -Maintain an inventory of all instructional equipment. Supervision and Evaluation: -Perform classroom evaluations of special education teachers annually according to the Teacher Performance Evaluation system / CESA 6 or Strong model. Staff Development: -Provide support for new personnel. -Assist in the planning of staff development activities. -Encourage employees to participate in training opportunities within budgetary limitations. School-Community Relations: -Provide opportunities for parents to discuss and resolve individual student problems. -Facilitate the dissemination of information of interest to the community through various media. -Act as a liaison between the schools and the community. Communications: -Maintain open lines of communication with students and staff following the Chain of Command protocol established by the District. -Communicate with other administrators regarding issues and developments affecting school administration. -Provide all school personnel with a set of building emergency procedures. Recruitment and Placement: -Participate and assist in the coordination of the recruitment and hiring of special education staff. -Participate in the recruitment and hiring of district staff, as needed. -Make recommendations to the District on the hiring and placement of teaching and support staff. Other Responsibilities: Administer Board policies and employment agreements. Prepare reports as requested by the District Administrator. Attend local and state meetings as may be necessary to carry out his/her responsibilities. Perform other duties as assigned by the District Administrator. Conduct: -Each staff member shall remain free of any alcohol or non-prescribed controlled substance and abuse of any prescribed controlled substance in the workplace throughout his/her employment in the District. -Each staff member shall serve as a role model to students in how to conduct themselves as citizens and as responsible, intelligent contributing members of society.
