The Human Resources Specialist under the general supervision of the Executive Director of Human Resources and in conformance with established policies and procedures, the Human Resources Specialist is responsible for administering third-party staffing arrangements, supporting employee lifecycle processes and collaborating on human resources partnerships. The Human Resources Specialist will assist in developing, maintaining and administering personnel programs that support the Agency’s mission and core values.
ESSENTIAL FUNCTIONS:
● Develop knowledge and expertise in regards to federal law state statute as it pertains to human resources and ensure compliance with all regulations.
● Administer third party staffing program including but not limited to generating and following up on opportunities to all elements of the employee lifecycle.
● Conduct onsite or virtual office hours for the third party staffing arrangements.
● Facilitate the implementation and execution of the recruitment and hiring process for new employees for both the Agency and and the third party staffing program.
● Facilitate the on-boarding process for new employees including new hire and benefit orientations.
● Facilitate the Agency’s mentor program; evaluate and develop program content on an annual basis; schedule new mentor training, agency mentor/mentee meetings, assign mentors for new hires and follow up with mentees and mentors over the course of the program.
● Facilitate the off-boarding process for employees and compile turnover data.
● Prepare for review and approval of individual employee contracts, employment letters and letters of intent, annually and as needed based on staffing needs of the Agency and third party arrangements.
● Support third party supervisors by providing human resource advice, counsel and decisions in constructively addressing employee conflicts.
● Develop staffing contracts/MOUs for third party staffing arrangements that reflect estimates of potential total compensation for the requested positions.
● Ensure all roles and responsibilities included in third party staffing contracts are completed by both parties.
● Collaborate and proactively monitor the human resources third party staffings budgets with the finance department and make adjustments as necessary.
● Process semi-monthly pay period invoices for third party staffing agreements.
● Process payroll and benefit changes for staff and collaborate with the Agency Payroll Coordinator on a regular basis for accurate processing.
● Support employee questions related to employee benefits.
● Maintain a variety of employment files and records, compiling pertinent employee information for the purpose of ensuring accuracy, compliance and confidentiality.
● Provide support to school systems that are utilizing one of the platforms the Agency is partnered with, including, but not limited to, generating contracts and providing tier 1 support.
● Assist in implementing human resources practices; employee handbook, job descriptions and organizational chart.
● Prepare and complete the annual Department of Public Instruction WISEstaff report and audit.
● Prepare content for monthly executive summaries and resolutions for the Board of Control meetings.
● Perform other duties as assigned.
OTHER FUNCTIONS:
● Lead the Agency’s Wellness Committee.
● Participate in the CESA 6 Human Resources Network.
● Prepare content for Agency internal newsletter, Synergy.
● Recommend new approaches, policies and procedures to ensure continual improvements in efficiency of department and services performed.
QUALIFICATIONS:
Experience, Education and/or Licensure:
● Bachelor’s degree or Associate’s degree in Human Resource Management.
● At least 5 years of professional human resources experience required with leadership experience preferred.
● Prior experience working with a school district or nonprofit corporation desired.
● Possess an understanding and general knowledge of change theory, continuous improvement practices and management principles involved in strategic planning.
