The School District of New Richmond is the largest employer in New Richmond, and consists of approximately 435 staff and 3,500 students. The District consists of three elementary schools: Starr, Hillside, and Paperjack; New Richmond Middle School; and New Richmond High School. The Director of Fiscal and Building Operations will oversee a budget of approximately $41.3 million. Job Function: The director of fiscal and building operations shall administer and supervise the business office, building and grounds, food services and transportation departments and services. He/she shall manage district business affairs so that they contribute to providing an effective educational program. Reports to: District Administrator Supervises: All certified and non-certified employees assigned by the district administrator including the supervisor of buildings and grounds, the supervisor of school nutrition, business office personnel, and also oversees District transportation working with the terminal manager for Kobussen Buses. Job Responsibilities: A. Administration The director of fiscal and building operations shall: 1. Develop for the district administrator's approval, financial plans, fiscal projections and plans for securing and investing district funds. 2. With the assistance of supervisors and building principals, prepare an operational and long-range school budget. 3. Be responsible for the acquisition, storage and distribution of all supplies and equipment. 4. With the assistance of the supervisor of buildings and grounds, operate all district plants. He/she shall plan and direct a continuous program of year-round maintenance in order to ensure upkeep of facilities and to safeguard students and staff. 5. Assist in planning new school buildings and alterations and additions to existing buildings. He/she shall work with lay and professional personnel in planning school plant needs, in acquiring school sites and in managing school property. 6. Ensure that proper and adequate accounting and internal audit procedures are used; that all district funds are properly safeguarded; that all school property is properly recorded; that all records are subject to an independent audit at the close of each fiscal year; and that accurate financial reports are available to the Department of Public Instruction (DPI), administrators, the Board and the public. 7. With the assistance of the supervisor of school nutrition, direct the operation of school food services. He/she shall provide economical and satisfactory facilities and efficient management in the operation of the school lunch program while working in close cooperation with the building administrators. 8. Serve on negotiation committees as assigned and provide relevant financial support data for all employee groups. B. Supervision The director of fiscal and building operations shall: 1. Supervise student transportation services, while working with the local carrier and building principals, and provide for the scheduling of the school vehicle fleet and vehicles with the director of pupil services and ensure safe, economical and comfortable transportation for all passengers. 2. While working with appropriate supervisors and/or administrators, be responsible for the supervision and evaluation of all personnel in the business office, buildings and grounds, food services and transportation services. 3. Recommend to the district administrator the employment, transfer and discharge of personnel in buildings and groups, food services and business office. C. Curriculum The director of fiscal and building operations shall: 1. In cooperation with building principals, plan and direct a program of continuous training aimed at increasing the skills of school business personnel and developing proper attitudes toward district educational objectives. 2. Cooperate with instructional personnel. D. Public Relations The director of fiscal and building operations shall: 1. Provide the district administrator with information that will help the Board's relationship with the public and interpret the business area of educational programs to the public and educational staff. E. General The director of fiscal and building operations shall: 1. Plan, develop, administer, coordinate, evaluate and report on programs. 2. Be responsible for staff selection and development. 3. Be responsible for budgeting and fiscal control. F. Other The director of fiscal and building operations shall: 1. Serve as the district safety coordinator, along with the supervisor of buildings and grounds. 2. Serve as an active member of the administrative team and work cooperatively with all other administrators. 3. Assume all other responsibilities and perform all other duties as assigned by the district administrator for the benefit of the district.
